Excited Delirium & In-Custody Deaths

It’s 2 a.m. and freezing outside. The call comes in: naked man running down the street. You chuckle to yourself and tell dispatch you are en route. Unfortunately, it’s no laughing matter. The suspect is in a state of narcotics-induced excited delirium. He is in grave danger of dying, but is also dangerous to the responding officers themselves. How the officer handles this incident – a medical problem presenting itself as a law enforcement problem – could result in civil and criminal liability for both the officer and his/her agency. This course will present a multi-disciplinary approach (law enforcement, emergency medical service and hospital) to ensuring the safety of the subject, the officer and the public.

Outcomes:

  • Explain and identify excited delirium
  • Review excited delirium incidents
  • Control individuals who may exhibit drug induced “super-human” strength
  • Discuss the latest information about positional asphyxia and its relation to restraint by law enforcement officers
  • Effectively document use of force incidents
  • Familiarize with issues in-custody death investigations
  • Review information on the use of electronic control devices for excited delirium incidents
  • Discuss model policy development that employ a multi-disciplinary approach to protecting the subject
  • Familiarize with response protocols aimed at protecting the subject, law enforcement and the public
  • Practice and employ effective take-down techniques

Duration: 2-Days (16-Hours)

Tuition: Closed Course

Equipment Required: Pistol, duty belt (or tactical vest) with all issued gear, body armor, flashlight and handcuffs with key. Participants should come prepared to train in all weather conditions and should bring a hydration system or water bottle. Wraparound eye protection, ear protection, and brimmed hats will be worn during all live fire training. Participants should wear clothing suitable for training, but similar to garments worn while working.
